DUGAN, center, arrives for the third day of her trial at the Federal Courthouse in downtown Milwaukee Wednesday morning. Dugan is charged with obstruction of a federal agency, a felony, and concealing a wanted person, a misdemeanor for allegedly helping Eduardo Flores-Ruiz elude arrest by ICE in April. She has pleaded not guilty. Her trial started Dec. 15. The prosecution is expected to complete its presentation Wednesday.

She founded 'Oganizasyon Fanm Vanyan an Aksyon' (Strong Women in Action Organization) in 2008. The center, a UNICEF partner, was forced to relocate to Petion-Ville last year after gangs took over the group's neighborhood. The new location can't meet the growing demand for services.
